E-PRCS: Override for Retention Days for COBOL Processes Not Working When Run in PSJOB or JobSet

Symptoms
Retention Days for a COBOL process are incorrect when overridden inside of a PSJOB. Other process types are not affected by this same issue. When putting a COBOL process by itself in a PSJOB and setting the PSJOB to override process retention days, the system ignores the retention days override from the PSJOB setting and uses the system default instead.
The issue can be reproduced with the following steps:
1. Set PSJOB definition Retention Days setting to some value and save
2. Create Schedule JobSet definition using the PSJOB as the source job
3. Observe when JobSet submitted Retention Days does not reflect what was set in PSJOB
