In a multilingual environment with a non-English language selected as the Data Language, from the Notification Templates page, updates to the template do not save to the Notifications language table if User does not enter the Subject and Message Text fields.

Steps to Replicate Issue:

1. Log in English as an Administrator
2. Navigate to Enterprise Learning > Notifications > Notification Templates page and add a new template with non-English Data Language selected such as Korean
3. {enter} required fields but do not enter the Subject and Message Text fields, then save.

Troubleshooting Step:

To determine if database was updated execute the following SQL statement:

Select * from PS_NOTFTMPL_LNG where LANGUAGE_CD = {Three (3) character Data Language}
