This issue occurs after applying the fixes associated with Patch 29890335: 2020-2021 AID YEAR UPDATES FOR COD DL.

When attempting to invoke the on-line disbursement process, the following error occurs.

The issue can be reproduced at will with the following steps:

1. Navigate to Main Menu>Financial Aid>Disbursement>Disburse Aid
2. Click authorize
3. Click Disburse

The error may not occur in all environments with the same fixes applied. Batch Disbursement may also function normally without the same or similar error. The issue does not occur with any item types other that aren't Federal Direct Loans.
