Cloned GSS Transaction Leave Of Absence (HR_LOA_UNPAID) With New Action Is Considered As A Position Change (Doc ID 2681328.1)

Why cloned transaction from Leave of Absence is considering it as a Position change. Original Return from leave transaction does not consider as a position change.

The issue can be reproduced at will with the following steps:
1. Return from Leave transaction cloned from HR_LOA_UNPAID in Demo with new transaction ID : CN_RFL and new Action = RFL

2. Transaction Name is left as LOA Unpaid for approval process

3. A Related content row has been created
PeopleTools > Portal > Related Content Service > Manage Related Content Service

4. When the manager launches return from leave transaction: It is showing -
"This employee is in a position that is controlled by the Human Resources Department. An email notification will be sent to Human Resources to process the promotion"

This warning shows that the employee is in a position controlled by HR. This message does not appear for LOA Paid or Unpaid transactions.
