If there are attachments to line comment, the comment icon is not changed after the comment is canceled 

The issue can be reproduced at will with the following steps:
1.Create requisition with an item
2. Click Comment icon
3. Enter Comments and upload attachments
4. Submit
5. Edit the requisition from My Requisitions page
6. Click comments icon
7. Click – button
8. Click OK
9. Click Done to close the window
Issue : Empty Comment icon is not displayed
