Symptoms

 On : 11 version, Cloud Manager

Performing a Tools Upgrade or applying Tools Patch to an environment provisioned in Cloud Manager 11 fails with below error

STEPS

The issue can be reproduced at will with the following steps:
1. Login to Cloud Manager PIA and Navigate to Environments Tile
2. Click on Environment, Navigate to Details --> Upgrade PeopleTools and select the version to upgrade
3. Error while running the "Database upgrade" task
