EBI9.2: When Running Biling Interface, BIPINTERFACE_BV2.TXT Logfile is By Default Generated Regardless of whether Trace is Enabled or Not (Doc ID 2687855.1)

When the Billing interface runs, it generates a txt logfile regardless of whether trace is enabled or not. Debugging the program showed this file is generated by FS_VATDFLTS.

The issue can be reproduced at will with the following steps:
1. Run Billing Interface for VAT Enabled unit: BIJOBI01 runs with success;
2. Go to Message Log screen - there are 4 files generated - .stdout, .trc, .AET and BIPInterface_BV2.TXT;
3. Notice BIPInterface txt file is added to the LOG (also if trace is not on);
Open File and notice the log file starts with 'test';
4. Looking in AE_BIIF0001_11649640.trc and notice this BIPInterface txt file is coming from FS_VATDFLTS (section: FS_VATDFLTS.INIT.GBL.default.1900-01-01.step01.OnExecute);
5. Checking Application Designer for FS_VATDFLTS.INIT.GBL.default.1900-01-01.step01.OnExecute and find that this code is the same in demo.
