EPY: Why Are Objects Missing From the Tax Update?

Symptoms
The Customer could not download certain patches from the Tax Update when on 8.53.16. The patches are good for this PeopleTools version and minor release.
STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Download the PUM Image from PeopleSoft
2. Apply the Tax Update (or make me current, need to clarify)
3. Notice that some patches did not get in to the change package that were delivered in the tax update
4. Attempt to manually add these patches but they do not get pulled for the change package.
