Goal

A change package from a Campus Solutions PUM Image was created using the 'Unapplied Objects' option in Update Manager. Using this option, all fixes for products specified in the Installation table should be created. When the change package is applied to the target environment, it was determined that many fixes for the Installed Products were not included in the change package. Why are these fixes not included in the change package?
