Receive an Error "Couldn't locate record by key. Method 'StepInst.ChangeStatus'" When Correcting the Requisition (Doc ID 2690209.1)

Symptoms

 

Users will not be able to submit a requisition after editing to add an item during approval process.

The issue can be reproduced at will with the following steps:

Setup :
1. Navigate : Reporting Tools > Query > Query Manager
Create Query : Q1
SELECT A.OPRID
 FROM PSOPRDEFN A
 WHERE ( A.OPRID IN ('PATRICKSANCHEZ'))
Create Query : Q2
SELECT A.OPRID
 FROM PSOPRDEFN A
 WHERE ( A.OPRID IN ('CHRISBAKER'))
Create Query : Q3
SELECT A.OPRID
 FROM PSOPRDEFN A
 WHERE ( A.OPRID IN ('VP2'))
2. Navigate : eProcurement > Administer Procurement > Maintain Workflow > User List Setup
Create User List : U1 = > Query Q1
Create User List : U2 = > Query Q2
Create User List : U3 = > Query Q3
3. Create Approval Definitioin
First Stage : Header
First Path  : First Step : User List : Buyer-Hardware
First Stage > Path
First Path > Step >
User List : Buyer-Hardware
Self Approved : Always True

Skip Prior Steps for Requester is checked
Criteria : Always True
Step U1 : Self Approval : Always True
Step U1 : Criteria > 250
Step U2 : Self Approval : Always True
Step U2 : Criteria > 500
Step U3 : Self Approval : Always True
Step U3 : Criteria > 1000
4. Enable Workflow for BU US100
5. Remove BUYER role from CHRISBAKER.  
Note : Test with BUYER as well. When the CHRISBAKER has a BUYER role the issue is replicated.  

Transaction
1. Create Fluid Requisition for CHRISBAKER
2. Add an item (Price > 1000)
3. Submit
4. Go to My Requisitions > Edit Requisition
5. Increase the Price
6. Submit
