Unable To Access ERDs - Not Authorized To Access Component

Symptoms
After applying change package to install ERDs, UserID is not able to access any of the pages under Navigator --> Data Models.
Security errors are returned for each of the pages that the UserID is not authorized to access the component.
Permission List HCCPHR9100 has been granted to the UserID.
The issue can be reproduced at will with the following steps:
1 Download and install the ERD patch
2. Add Permission List HCCPHR9100 to the test UserID
3. Login as the test UserID and access the ERD navigation
4. Observe the error
