ELM 9.2: Internal Learners Not Populating After Running PERSON_BASIC_FULLSYNC and WORKFORCE_FULLSYNC

Symptoms
After running the fullsync messages (specially after PERSON_BASIC_FULLSYNC and WORKFORCE_FULLSYNC), and running the FullSync Data process for these messages, Internal Learners are not populated. Also, the staging data in the tables does not look like it was touched.
The issue can be reproduced at will with the following steps:
1. Run the PERSON_BASIC_FULLSYNC and WORKFORCE_FULLSYNC operations from HCM to ELM
2. Process the staged data from Set Up ELM > Process FullSync Data
