GPESP: Accumulator TAX AC IRPF FW ATR is not Processing the Retro Deltas of the Previous Year (Doc ID 2692241.1)

Symptoms

When there is a big amount for IRPF FWD the accumulator TAX AC IRPF FW ATR has an incorrect behavior.
Although there are pending taxes for the retro deltas of the previous year, they don't get discounted.
Accumulator TAX AC IRPF FW ATR was originally created to manage negative taxes due to negative retro deltas from the previous year, but it should also manage pending taxes due to insufficient net


The issue can be reproduced at will with the following steps:
1. Run December 2018
2. Enter INCENTIVOS in December 2018 for a big amount, i.e: 50.000Euros
3. Run January 2019 and check if IRPF FWD is calculated
4. Run February 2019 and check if IRPF FWD is calculated
