PERSON_BASIC_SYNC Messages Not Generated In EWS For CS 9.2 (Doc ID 2692523.1)

Symptoms

PERSON_BASIC_SYNC messages are no longer getting generated when a constituent is added. SCC_SUBMITCONST synchronous messages are fired and processed to add the person to CS, but no PERSON_BASIC_SYNC messages are generated to migrate the data to HR. Currently upgrading to Campus Solutions 9.2 and testing a bolt-on that uses EWS.
