EPY: W-4 PDF - Submitting NY Tax Withholding Is Not Updating the State_Tax_Data Page (Doc ID 2692745.1)

Symptoms



When an employee submits the Tax Withholding via Fluid W-4 PDF for New York, the new data is not updating in the Peoplesoft Tax tables even though the message states the submit is successful.

The issue can be reproduced at will with the following steps:
1. Enable W4 via Fluid
2. Submit a NY address W4
3. This fails, the email is sent

The email sent includes a message like this example: "Your tax withholding request on 2020-07-18-11.50.49.000000 for following Company and Jurisdiction has failed:"


The error that appears in the Handler log file:

Exception array states:
Error changing value. {CI_TAX_DATA.COLL_FED_TAX_DATA(1).COLL_STATE_TAX_DATA(1).COLL_LOCAL_TAX_DATA(2)

 This was determined by using Event Monitor and doing the steps below:

  1. Set up Event Monitor (via Event Registry) - please review the Addendum I in the knowledge document EPY: W-4 PDF: Technical Set Up and TroubleShooting the W-4 Updateable State Tax Withholding Fluid Feature (Doc ID 2348926.1)

2. Once the registry settings are on, they re-run the Tax Withholding W-4 PDF for NY.

         - When this process is run in DEMO, two localities are inserted for NY if Yonkers or NYC are chosen.

3. The process succeeds to be submitted, the Success page appears, but no data is updated in PeopleSoft. 

4. Navigate back to Event Monitor (again refer to the Addendum I mentioned in #2).

5. Open up the handler trace and attach it to the service request.

6. The details in the handler trace/log file shows an attempt to insert two localities for New York.

7. Ask the customer how many localities are set up in the Company Local Tax Table (navigation: Set Up HCM > Product Related > Payroll for North America > Local Taxes > Company Local Taxes

  - One customer mentioned they only had the NYC locality.  Once they added Yonkers, it all worked. 

   - Another customer  only had Yonkers set up but needed NYC locality.

All three New York localities should be set up in the Company Local Tax Table.
