EPY: Is There a Way to Set Up W-4 PDF to Update using both Intranet URL and Internet URL?

Goal
On : 9.2 version - PUM 26 with selective bug ids applied, PeopleTools 8.57.12
The customer implemented the new W-4 PDF Updateable Tax Withholding feature and is able to successfully update the PDF from the customer's Integration Broker configured via their intranet PIA URL
However, the customer also has an internet facing PIA URL and the customer has not been able to configure both the Intranet and Internet URLs for Integration Broker so it can update the W-4.
Is it possible to setup a W-4 PDF via a separate internet-facing PIA (URL) without changing the Integration Broker URL?
The customer does not want to use separate Gateways to direct traffic, they want to use separate URLs.
