Asset ADJ(Adjustment) and RCT(Recategorization) Spreadsheet Upload fails to validate the Accounting Date vs the actual open periods.

The issue can be reproduced at will with the following steps:
1. Keep AM Accounting periods open from 2020 Period 7 to 2021 Period 1
2. Use Spreadsheet Upload to load an Adjustment or a Recategorization transaction with Accounting Date = June 1st, 2020 (Period 6)
