Customer is implementing WORKFORCE_FULLSYNC service operation from HCM 9.2 to ELM 9.2

Description IntegrationServiceClient: sendRequestToServer(). Error occured while connecting to AppServer.

The issue can be reproduced at will with the following steps:
1. Configuring WORKFORCE_FULLSYNC from HCM to ELM
2. Error is received
