Talent Profile Tile - while Modifying Existing Data, where Setup Based Validation was Done, the Effective Date is Changed to Current Date

Symptoms
In Talent Profile tile, when an employee is modifying saved data for Licence and Certifications, where setup based validation has been done, the effective date gets changed.
Steps to reproduce the issue:
1. Modify the setup of the Content type Licence and Certifications
Setup HCM> Product Related> Profile Management> Profile> Profile Type - Person Profile
Open Licenses and Certifications Section to add the JPM_INTEGER _1 to the existing setup, set the Properties Attributes Minimum 1 and Maximum 60
2. User logins, and through Employee Self Service Fluid page clicks on Talent Profile Tile for modifying the existing data for Licence and Certification.
3. The data present has the Effective date 1-July-2020 and he/she is modifying the data on System Date, i.e. 15-July-2020.
4. The user then modifies the duration field to 70 and due to validation it throws error message indicating range validation but due to this date gets modified to System date, i.e. 15-July-2020 which should not be happening since modification is done on the record addition date, i.e. 1-July-2020.
