Requirement Designation Enrollment Message is Incorrect (Doc ID 2695706.1)

When attempting to add a class to the shopping cart in Classic Self Service,
the following error occurs.

The Requirement Designation option was set to "Yes" by the Enrollment Process.

The issue can be reproduced at will with the following steps:
1. Log in as student
2. Self Service -> Academic Planning -> Enrollment Shopping Cart
3. Add Classes to shopping cart
4. Get message
