The following error is triggered when adding a new effective dated row or cloning a position and submit:

Steps to replicate the issue:
1. Using Fluid Position Management add a new Effective Dated Row and try to Submit 
2. Navigation: Workforce Administrator Fluid Homepage > Position Management > Manage Position > Manage/Create Position

Notice the above error is triggered.
