Fluid Flexible Spending Account (FSA) Tile Shows the Full Annual Pledge Amount Rather than the Per Pay Period Amount (Doc ID 2698248.1)

Symptoms

When the Employee Record number= Benefit Record number, the Flexible Spending Account (FSA) tile's per period amount is showing the correct monthly cost for the employee, however, if the Employee record number = 0 and Benefit Record number = 1 it is showing the full annual pledge.

EXPECTED BEHAVIOR

Expect the per pay period cost is displayed on the Tile

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Log in as an employee with multiple jobs, multiple Benefit Record Numbers where the OE event is tied to Employee record number = 0 and Benefit Record number = 1.
2.  Select the Open Enrollment Tile and make an election for FSA
3.  The Fluid Tile will now show the full pledge amount rather than the per pay period amount.
