If Mark Complete Action is Suppressed in Configuration the Next Button Does Not Appear on The Activity Guide

Symptoms
When the Mark Complete action is suppressed, in the Configuration of an Activity Guide, the Next Button does not appear making it impossible to complete the Activity Guide.
The issue can be reproduced at will with the following steps:
1. Suppress the Mark Complete function in the setup for the Activity Guide being used (Offboarding in this case)
2. Assign the Activity Guide to an Employee
3. Login as the Employee and try to go through the Activity Guide.
4. Note that there are no Next Buttons, so you can't complete the Activity Guide.
