E-SEC: Why are ‘Next’ and ‘Previous’ Buttons Clickable on Fluid Pages with ‘Display Only’ Access? (Doc ID 2699042.1)

Goal

When ‘display only’ access is given to a Fluid page, the ‘Next’ and ‘Previous’ buttons are still active.  This does not happen on Classic pages.  How can we disable these buttons on a Fluid page?
