Symptoms
It was reported that after upgrading PeopleTools 8.57 to 8.58 and applying PUM Image 035 (from 033) a message is received after hiring a new employee.
ERROR
No default message version defined for message HD_HRHD_CASE. (2,899) PERSONAL_DATA.GBL.SavePostChange PCPC:799 Statement:12
A default message version is no longer applicable when creating a message from the message builder. It is still supported for messages created from a 8.47 or earlier tools relase
(using Application Designer) and/or as part of the IB upgrade metadata script. The built-in that should be used is CreateMessage(OPERATION.), where the Service Operation name
is used which will return the request message of that Service Operation. Please refer to IB PeopleBooks for further explaination of the new IB specific PeopleCode.

The issue can be reproduced at will with the following steps:
1. Go through hiring an employee to the add organizational relationship step.
2. Receive error when clicking Add Relationship
