EPY: Taxable Gross For NJ FLI & Disability Are Not The Same Amount (Doc ID 2700635.1)

Symptoms

Tax Gross for NJ FLI & NJ Disability are not the same.

We defined the New Jersey disability (OASID/Disability - EE) and FLI (Family Leave Insurance - EE) taxes to both calculate a "Percent of Taxable Gross" with a tax base of "Disability". Occasionally, the taxable gross amounts for these taxes are not the same.  

We believe that the taxable gross for these taxes should be the same.  

The issue can be reproduced with the following steps:
1. NJ State Tax Table has the tax base as "Disability" for both "FLI-EE and OASID-EE".
2. Run a payroll calculation
3. Verify the the taxable gross is not the same for both.
