ePro Requisition Mass Change updates Buyer id when should only updates Category (Doc ID 2702578.1)

Symptoms

When an approver corrects a category code on a ePro Req using the line selector and "Mass Change", their ID replaces the original Buyer on the line.

The issue can be reproduced at will with the following steps:


1. Login as VP1
2. VP1 user preferences is set Buyer = 'VP1'
3. Go to eProcurement > Manage Requisition
4. Edit a requisition that has multiple lines. Catalog item and Special Requests item
5. Go to line detail for Special Item. This line shows Category = 'HARDWARE' and Buyer = 'blank'
6. Go to line detail for Catalog Item. This line shows Category = 'CYCLING' and Buyer = 'VP1'
7. Select both lines and go to Mass Change link
8. Select Category = 'UTILITIES'. Buyer field is blank. OK.
  Got the message “Retrofit field changes to the selected existing requisition lines/schedules not already sourced to POs. (10150,296)”. OK
9. Go to line detail for Catalog Item. Nothing changed. Still showing Category = ‘CYCLING’ and Buyer = ‘VP1’
10. Go to line details for Special Item. Category changed to ‘UTILITIES’ and Buyer also changed to ‘VP1’ and should not, because the original buyer was blank and the only field select to changes was category.
