Cannot update Approver User List in Design A Form 

Steps to recreate issue:
The issue can be reproduced at will with the following steps:
1. Design a Form and add approval user list
  - Activate the form
2. Use the form and submit for approval
3. Go back to form design and add/subtract user list and re-activate
4. User list is not saved
