Symptoms

Sample site is on PeopleTools (PT) 8.55.xx with an inbound REST web service. When the third party sends in the request message, the following error is seen.

The issue can be reproduced with the following steps:

1. Create the Provider REST service.

2. Have the third party send in the REST request.
