Benefits Enrollment Is Not Initiating on Onboarding Activity Guide (Doc ID 2703424.1)

The Benefits Enrollment step using Service ID BN_BNE_LE_ENROLL1_FLwas added to the Onboarding Activity Guide Category. When an employee reaches that step in the Activity guide, they get the following message:

The Benefits department will contact you for your enrollment changes.

Steps to reproduce the issue:

.    1. Add Service ID BN_BNE_LE_ENROLL1_FL to Onboarding Category Benefits Enroll step (Navigation: Enterprise Components > Activity Guide Composer > Categories).
     2. Add Fluid Benefits Enrollment step to Onboarding Activity Guide Category (Navigation: Enterprise Components > Activity Guide Composer > Templates)..
     3. Start OnBoarding Activity Guide (Navigation: Employee Self Service homepage > OnBoarding tile).
     4. Go to Benefits Enrollment step.
