Attempting to Create a Supplier Change Request for a Supplier that has Contacts with Phone Numbers that are Active and Inactive, causing the error No matching buffer found for level. (15,26) (Doc ID 2704023.1)

Symptoms

We are getting a "No matching buffer found for level." error when trying to bring up a particular supplier for a Supplier Change Request.

The issue can be reproduced at will with the following steps:
1. Setup a supplier with multiple contacts and history on the contacts. Make sure the contacts have phone numbers. Most recent contacts should have a mix of Active and Inactive.
2. Attempt to bring up the Supplier for a Supplier Change
3. Click Create New Request
4. Will get the error
