PRWORA New Hire Report Missing Header System Date

Symptoms
When running the PRWORA New Hire Report, the header is missing the system date.
Steps to replicate:
1. Set Up HCM > Product Related > Workforce Monitoring > Regulatory Requirements > New Hire Report Configuration
2. Select State and View Layout
3. View Report Columns Tab
4. Notice there is no Variable for 'Date System'
