E-RD: Reports Failing to Post With Java Error java.lang.ExceptionInInitializerError From Windows Server (Doc ID 2705906.1)

Symptoms

When submitting processes to run and post to WEB output the following errors occur from a Windows Process Scheduler domain.

PSDSTSRV.7832 (1) [2020-08-18T10:51:24.016 PostReport] - - - (3) Embedded Java HotSpot(TM) 64-Bit Server VM 1.8.0_261-b12 from Oracle Corporation
PSDSTSRV.7832 (1) [2020-08-18T10:51:24.883 PostReport] - - - (1) Java exception thrown: java.lang.ExceptionInInitializerError
PSDSTSRV.7832 (1) [2020-08-18T10:51:24.963 PostReport] - - - (3)     HTTP transfer error.

The issue can be reproduced with the following steps:
1. Submit any batch process to run on the affected Windows Process Scheduler server to WEB output destination
2. Monitor the status of the process request via Process Monitor
3. Observe Not Posted and reported errors found in message log and distribution server log
