Employees Have 2F Safe Harbor Code on ACA 1095-C during Waiting Period

Symptoms
New employees generally start mid-month and have a one-month waiting period. Affordable Care Act (ACA) Safe Harbor Codes are being assigned to the employee as 2D (employee in a limited non-assessment period) the first month), 2F (affordability W-2 Safe Harbor) the second month, and then, if they elect coverage, 2C for the following months. It's expected that the employee should get 2D for the two months in which the employee is waiting.
Steps to reproduce the issue:
1. Run the ACA Data Extract (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > ACA Data Extract).
