When a Health Savings Account Is Elected and the Associated Medical Plan Is Changed, the Employee Cannot Then Elect Not to Participate in the Health Savings Account

Symptoms
An employee elects to participate in a Health Savings Account (HSA), then changes his/her election for Medical to a Plan not associated with the HSA. When the employee returns to the HSA card, he/she cannot then elect not to participate in the HSA. Even if they try, they get the following error message:

In order to enroll in Health Savings Account, you must first enroll in Medical.
Steps to reproduce the issue:
1. Change Medical election from a Plan which allowed participation in Health Savings Account to on that does not (Navigation: Employee Self Service homepage > Open Enrollment tile > Benefits Enrollment step, Medical card).
2. Attempt to change election in Health Savings Account loaded by Pre-Enter on Event Rule (Navigation: Health Savings Account card).
