ETL9.2: Fluid Time Dashboard Tiles Show Error For Employees With Only EMPL_RCD >= 1 Active (Doc ID 2706920.1)

When an employee whose only active Employee Record numbers are greater than 0 goes to the Time tile, some of the tiles display an error message.

An error has occurred that has stopped this transaction from continuing.

The issue can be reproduced at will with the following steps:
1. Log in as the employee and click on the Time tile from ESS fluid homepage.
