In Fluid Benefits Enrollment, No Error Message Is Issued when an Employee Elects an Annual Pledge for a Flexible Spending Account That Exceeds the Maximum Allowed Contribution

Symptoms
When an employee enters an Annual Pledge for a Spending Account that exceeds the Maximum Contribution set on the Plan's configuration, no error is issued to the employee - not upon clicking Done on the election page or on the Benefits Alerts pop-up page after submitting elections. However, if the employee goes into the Spending Account election page again, whether before or after submitting elections, and clicks Done without changing the elected Annual Pledge, an error message will be triggered.
Steps to reproduce the issue:
1. Navigate to Employee Self Service homepage > Open Enrollment tile.
2. Proceed through the Open Enrollment Activity Guide to the Benefit Enrollment step.
3. Select either the Health Care Spending Account card or the Dependent Spending Account card.
4. Click Done.
5. Click Submit Enrollment.
6. Select Spending Account card again.
7. Click Done again.
