E-WF/MCF: After Configuring PeopleSoft With OCI Email Delivery, Sendmail Fails With "535 Authentication Required" Error

Symptoms
Sample site is on PeopleTools 8.58.xx, and are integrating PeopleSoft With OCI Email Delivery. After setting up SMTP with OCI SMTP servers, the following error is seen in the SMTP log when testing Sendmail.
The issue can be reproduced using the following steps:
1. Set up the SMTP parameters in the application server configuration file, psappsrv.cfg.
For example,
SMTPServer=smtp.email.xxxxx.oci.oraclecloud.com
SMTPPort=587
SMTPUseSSL=N
SMTPSSLPort=587
SMTPTLSEnable=true
SMTPTLSRequired=true
SMTPTrace=1
2. Generate the OCI account SMTP credentials, and set up the user account for SMTP credential
SMTPUserName=ocid1.user.oc1..axxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.cj.com
SMTPUserPassword={V2.1}xxxxxxxxxxxx
3. Test sending email from the workflow default message page, it fails with error above in the SMTP log
