E-AS: Unable to Boot Application Server if OPRID Password is Very Long in PeopleTools 8.57.18 and lower and PeopleTools 8.58.07 and lower

Upgraded an environment to 8.58.04.
After the upgrade the application servers would not boot if the OPRID password is larger than 20 characters.
The OPRID very long password works if you log into Application Designer or Data Mover.
But booting the application server from "psadmin" fails with the very long OPRID password.
If you shorten the OPRID password to 20 characters or less, the application server boots without issues.
This very long OPRID password worked in PeopleTools 8.55.xx and PeopleTools 8.56.xx without issues before.
