On : 8.58 version, Database-Oracle

After PeopleTools upgrade (8.56->8.58) and database upgrade from Oracle 12c to 19c, opening pages related to Course data which had EMPTY_CLOB as value for DESCRLONG fields
causes the Application sever to hang
