2020 FEE-HELP Determination Process Fails with Error 'Error: Already using maximum cursor. ' (Doc ID 2712818.1)

Symptoms

After applying <Patch 30012058> - AUSTRALIA 2020 HELP LOAN SCHEME UPDATE, available in Campus Solutions 9.2 PUM Image 16 and higher - the FEE-HELP Determination process fails with a 'Max Cursor' error.

The error can be found in the COBOL output log for the FEE-HELP Determination process:
Error Message : Already using maximum cursors (followed by a Data Mover Script (DMS) statement name). 

NOTE: the Data Mover Script reported in the error message does not reflect the actual Data Mover Script the maximum cursor error occurred on.

FEE-HELP Determination is run from Student Financials, Tuition and Fees, Australian Loan Processing, Process FEE-HELP Determination.
