Symptoms
Unable to update cost distributions for an operating Expense when the remeasurement was set to "N".
The issue can be reproduced at will with the following steps:
1. Add a Lease.
2. Create an asset.
3. Run all the processes.
4. Do an amendment for the department change for an operating expense.
5. The accounting distribution link is grayed out to enter.
