Pushback does not work if the Previous Approver is the Requester of the Requisition (Doc ID 2714616.1)

Symptoms

Approval workflow is enabled with "Route to Requester" option. Pushback does not work if the Previous Approver is the Requester of the Requisition

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement, then select Administer Procurement, then select Maintain System Users and Roles, then select Role Action Name
Enable RoleAction Allow_adhoc_onsubmit
2. Navigate : PeopleTools, then select Security, then select User Profiles, then select User Profiles, then select Roles
Create new Roles R1, R2
3. Navigate : PeopleTools, then select Security, then select User Profiles, then select User Profiles and click the Roles tab
Assign Role R1 to VP1 and R2 to VP2
4. Navigate : PeopleTools, then select Security, then select User Profiles, then select User Profiles and click the Roles tab
Remove Role "Approvals Fluid" from CHRISBAKER
5. Navigate : Enterprise Components, then select Approvals, then select Approvals, then select User List Setup, then select User List Definition
Create User List R1, R2
6. Navigate : Enterprise Components, then select Approvals, then select Approvals, then select User List Setup, then select Approval process setup
Create approval definition
Check Route to Requester
Add a stage with two paths
All the criteria set to Always True
7. Create requisition in VP1
Add an item
Submit for approval
8. Add Adhoc approver
9. Click Apply Approval Changes
10. Approve the requisition by VP1
11. Go to worklist of CHRISBAKER and select  the requisition to approve
12. Click Pushback
Issue : The requisition did not go to VP1 for approval and got struck in the approval process.
