Pension Administration Error: Unable to Determine Available Service Amount (Doc ID 2716481.1)

Symptoms

When clicking on the Create Estimate button on the Select Purchasable Service page for withdrawal repayments and purchase of military service, the following similar errors occur:

ERROR
-----------------------
  Unable to Determine Available Service Amount for the Withdrawal Account DBCEEW_F (16000,1056)
  Unable to Determine Available Service Amount. Please verify there is a Purchasable Service balance
  for the Withdrawal Account.

  Unable to Determine Available Service Amount (16000,1057)
  Unable to Determine Available Service Amount. Please verify the Service Function Results are
  configured in the Employee Account Parameters
  Page of the of the Function Result definition for Employee Account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure withdrawal repayments and military service purchases (Navigation: Set Up HCM > Product Related > Pension > Service Purchase > Service Purchase Configuration).
2. Attempt to create an estimate for service purchases of each of these types (Navigation: Pension > Service Purchase > Select Purchasable Service).
