Symptoms
When completing a transfer (or promotion/demotion) through GSS, the transaction creates three rows in job data, even if the action/action reason are all the same.
The issue can be reproduced at will with the following steps:
1. Initiate a transfer (or promotion/demotion) through GSS
2. Approve the transaction
3. Notice the the transaction creates three rows in job data, even if the action/action reason are all the same.
