After an upgrade users are unable to use the Navbar. Nothing happens when the Navbar is selected. The spinning icon appears indefinitely.

In the web browser console the following errors are displayed:

Steps to replicate:
1. Login as PS or VP1
2. Select the NAVBAR
3. The NAVBAR does not load. The spinning icon appears indefinitely.
