E-CLOUD: "Visual Studio DLL vcredist_x64.exe installation(64-bit) failed" Error While Performing Tools Upgrade Using Cloud Manager (Doc ID 2717824.1)

Symptoms

On : 11 version, Managing Environments

Performing Tools upgrade of 8.56 environment to 8.58, using Cloud Manager, failed at the Database upgrade step. Following error is seen in the PTClientDeploy.log file.

The issue can be reproduced at will with the following steps:

1. Navigate to Environment tile in Cloud Manager and Click on Details link
2. Navigate to Upgrade PeopleTools and Click on Go
3. Upgrade fails at Database upgrade step
