Symptoms
When a non-manager is assigned as a proxy, the delegation roles do not give that user enough access.
Delegation should give the employee the manager access during the period in which she is acting as a proxy for the Delegator manager.
The issue can be reproduced at will with the following steps:
1. As manager, select employee to act as your Proxy
2. As employee, accept delegated authority
3. Note Proxy does not have access to action transactions
