Symptoms

Journal line values for billing fixed amount revenue transactions are zero in PS_PROJ_RESOURCE table.

Steps to reproduce the issue:

Scenario 1

1. Create a contract.
2. Add an amount based contract line.
3. Associate the contract line with a project and an activity.
4. Allocate the amount.
5. Assign a milestone billing plan.
6. Create events and put one on Ready.
7. Assign a milestone revenue plan.
8. Create events and put one on Ready.
9. Activate the contract.
10. Run CA_BI_INTFC.
11. Run Billing interface.
12. Approve worksheet.
13. Finalize the invoice.
14. Create accounting entries.
15. Run journal generator.
16. Update Contract/Projects Data. Journal lines are populated as zero in PS_PROJ_RES_TMP_BI.
17. Run PC_BI_TO_PC. Journal lines are populated as zero in PS_PROJ_RESOURCE.

Scenario 2

1. Create a contract.
2. Add an amount based contract line.
3. Associate the contract line with a project and an activity.
4. Allocate the amount.
5. Assign a milestone billing plan.
6. Create events and put one on Ready.
7. Assign a milestone revenue plan.
8. Create events and put one on Ready.
9. Activate the contract.
10. Process fixed amount revenue and the journal entries.
11. Accounting entries and the journal have been created.
12. Retrieve revenue from Contracts.
13. FRV transaction has been created but the journal line is populated as zero in the PS_PROJ_RESOURCE table.
