Multilingual Workforce Center Configure Pagelet Link URL Not Unique for Each Language (Doc ID 2719740.1)

Symptoms

From Workcenter Configuration Pagelet signed in as English, when creating a URL in the links, the URL will overwrite the URL that was defined when signed in CFR (Canadian French).

Steps to Replicate Issue:
1) Log in to HCM using the language selection English
2) Navigate to Enterprise Components > WorkCenter/Dashboards > Configure Pagelets, Open any available WOrkCenter (Configuration ID)
3) select Links Tab, Create a URL in the Link List (under any Group Label)
4) save and activate Links Settings.

Then, repeat the same process.
5) Log in HCM using the language selection Canadian French (CFR),
6) Navigate to Enterprise Components > WorkCenter/Dashboards > Configure Pagelets, Open any available WOrkCenter (Configuration ID)
7) select Links Tab, notice that the URL is same as what was entered in English
8) modify the URL. save and activate links settings. 
9) Log in again with English, notice that the URL has been overridden with the CFR URL.
    The URL is not being maintained (saved) under the specified Language_Cd.
